york city marathon. people were outraged this week when bloomberg said the race would be a boost for the economy and inspire the city to move on after the storm. now though the race that brings 40,000 runners through some of the most damaged parts of the city is off. the race would have closed roads and bridges at a time when transportation is already difficult. countless drivers meanwhile have had to sit in long lines just to fill up their gas tanks. new jersey's governor chris christie has ordered gas rationing based on your license plate number. meantime, the obama administration has ordered the purchase of as much as 22 million gallons of fuel and diesel for the areas hardest hit by sandy. many stations are closed because of damage or lack of power leading to lines that stretch for miles to get to the few stations that are open. stay with news 4 and nbc washington.com for the latest on hurricane sandy's impact and remember to help the storm victims you can go to red

cross.org or call 1-800-help now and also text the word red cross to 90999 to make a $10 donation. montgomery county police are asking for your help in finding a suspect who sexually assaulted a woman on the capitol crescent trail. police released this sketch of the suspect. late last month a 21-year-old woman was jogging on the trail near brookway drive when a man attacked her. he knocked her out, dragged her into the woods, and sexually assaulted her. police are asking anyone with any information on this incident to come forward. and a man ness jail on a $2 million bail accused of throwing pipe bombs into three homes in fredericksburg in stafford county. lawrence stewart faces attempted murder charges for targeting his ex-girlfriend and two law enforcement officers earlier this week. he is also accused of throwing pipe bombs at police as they tried to arrest him. he was arrested a few days later in montana. this year marks a decade since the sniper shootings that left ten people dead in our area. >> now the ex-wife of convicted

sniper john alan mohamed is speaking out about the attacks. mildred mohamed talks about how she is moving on from hardship to find hope. >> october 23rd atf knocked on my door to take me to the police station for questioning and that is when they told me they were going to name john as the sniper. that was also when mildred mohamed would learn her ex-husband was out to murder her and the ten innocent people who were killed were just a cover. >> so that he could come in as a grieving father and get custody of the children. >> reporter: mildred says john alan mohamed was psychologically abusive to her. after she left him he disappeared with their three young children. when she finally got them back a judge issued a restraining order against her ex-husband. mildred mohamed knew that if he saw her again he would kill her. >> he said you have become my enemy and as my enemy i will

kill you. he said that right in my face. >> i think people would be surprised to know that other people have attacked you. >> they don't consider me or my children to be victims. after john was caught, there were people who said to me, to my face, or e-mail or letters that if i would have stayed with john then he just would have killed me. >> reporter: after all you've been through, how do you cope with that kind of thing? >> people were expressing their emotions out of pain and if they could not get to john, then the next person would be me. >> reporter: at first mildred mohamed worked hard to protect her family's privacy but as the years have passed she has channeled her pain and hardship into hope. she started a nonprofit and website dedicated to helping victims of domestic abuse. she's also in demand as a public speaker reminding people that

excuse me former president bill clinton and singer dave matthews at the jiffy lube live in bristow. president obama was supposed to visit prince william county on monday but rescheduled because of hurricane sandy. today is a busy one for the commander in chief. he'll also make stops in ohio, wisconsin, and iowa. meantime mitt romney is traveling all over the country to try and snag those last few undecided votes that may be out there. today he'll be in the battleground states of new hampshire, iowa, and colorado. he is also scheduled to travel to virginia. he is set to appear at george mason university for a rally on monday. his running mate paul ryan is racking up frequent flyer miles as well. he is scheduled to hit ohio, pennsylvania, virginia, and florida in the span of just eight hours today. today is the last day for d.c. voters to cast their ballots before most people vote on tuesday. early voting officially ends in the district tonight. last week people waited in long lines to cast their ballots. if you're heading out you have from 8:30 this morning until 9:00 tonight to cast your vote.

or else wait until election day on tuesday. meantime it is also the last day for in person absentee voting in virginia. the polls are open now and stay open until 5:00 this evening. early voting is officially over in maryland and now some are worried about expected crowds on election day. in prince georges county long lines were the norm as people tried to cast their ballots before tuesday. some waited three or four hours to cast their vote. around 56,000 people have taken advantage of early voting in the county. that's just 10% of registered voters. >> the facilities we are using are not -- don't have the capacity that we need to really conduct early voting. >> despite the long waits administrators say tuesday should not be a problem because there will be a lot more polling places open for voters. be sure to stay with news 4 as we count down the hours until the big election. we'll have complete coverage leading up to tuesday and of course all of the results. you can also stay up to date on

welcome to life on fios. contact the verizon center for customers with disabilities at 800-974-6006 tty/v. space shuttle "atlantis" has made it to its new home. yesterday the shuttle took a very slow ten-mile journey. it is going on permanent display at the space center's visitors' complex. this is the final retired nasa shuttle to arrive at its final location. drivers in the district will soon pay a little less if caught on camera speeding. news 4's tom sherwood breaks down the big changes in d.c. speed camera fines and how the money will help keep the district safe. >> reporter: d.c. has dozens of speed cameras to catch motorists. fines raise from $75 to $250 far higher than any other local jurisdiction. mayor vincent gray friday moved to curb some of the anger over the high fines and complains the city is just raising revenue.

he says beginning monday he'll lower some of the fines for speeding but raise others. >> i think this is a very responsible thing to do and obviously is connected to public safety. i have said from the very beginning that this was a public safety issue for me, not an effort to raise additional revenue. >> reporter: and the mayor says he will use traffic bond revenues to hire 100 more police officers to help control growing parts of the city bringing the force to 4,000 officers for the first time in years. beginning monday, speeding up to ten miles an hour will cost $50 instead of $75. speeding 15 miles per hour will cost $75 instead of $100. speeding up to 25 will remain the same at $200 and the top fine for exceeding any limit by 25 miles per hour rises from $250 to $300. chief cathy lanier says only 2% of speeders are repeat speeders and says most get the message. >> once they get that ticket they tend to not speed again

cloud cover. you can get three or five minutes of sunshine as the cloud goes through that and the sunshine peeks through those clouds. on the whole it is going to be cloudy, breezy, and chilly all day today. temperatures are stranded in the mid 40s right now. it'll be lucky to get up into the low and mid 50s for a brief time today. again, that northwesterly breeze 10 to 20 miles per hour on average and even a little stronger than that for you folks in the high spots north and west of town. keeping it very chilly indeed. your hometown forecast frederick, maryland. this one is for you. up to 48 degrees by noon time. a few breaks of sunshine here and there but then going back to mostly cloudy as we get back toward 6:00 this evening. temperatures back into the mid 40s. and by 11:00 tonight back down into the upper 30s. so a real bundle up factor. one thing we don't have to worry about is rainfall. it'll be dry today and most of us will be dry tomorrow. this little impulse will be drifting into southwestern and south central virginia. you folks from charlottesville down to blacksburg a little better chance for rain drops there tomorrow. i think our biggest impact for us will be more cloud cover in

our southwestern viewing area. the cold pattern continues around here. that northwesterly flow setting up shop. the relatively dryer air is going to clear things out a little bit overnight tonight. that in and of itself is a double edged sword. a little clearing yes but that'll make for an even colder start tomorrow morning than today. but the good news for all of us is that the sunshine really starts to come back tomorrow and monday is looking like a nice day, too. this little area of storminess is not going to bother us but another low forming off the coast of north carolina wednesday and thursday might. we'll keep a close eye on that. so today cloudy, breezy, chilly. peeks of the sun. that's about it. sunset 6:05 today. 5:04 tomorrow. mostly sunny. staying on the chilly side tomorrow. even with the sunshine it's going to be a cool day for sure. temperatures staying well below average. keep in mind now this is early november. our average high is 62. there is not even one number on the seven-day forecast within about eight degrees of average. so we'll be cold all week long.

for people in manhattan by the end of today in parts of new jersey restoring power is taking a bit longer. news 4's jim rosenthal reports. >> 31 degrees outside. we're freezing. >> reporter: desperate pleas from the powerless in essex county. residents see utility trucks and beg for relief. >> is it tough on you guys? >> yeah. we're doing our best. a lot of damage. >> reporter: their best means navigating around a maze of massive downed trees. 100 of them in essex fells alone. it is slowing restoration to the estimated 700,000 customers still without power in a state with about 1.5 million still in the dark at last count. >> i looked outside and it was like christmas. somebody delivering new telephone poles. >> reporter: and more help is on the way. after governor christie urged the utilities to speed up restoration. thousands of crews from other states are now descending on the region. the first of 1500 from virginia

with a neatly trimmed beard. police are asking anyone with information to contact them immediately. turning now to decision 2012 we are just three days away from the election. president obama will be in virginia tonight at the jiffy lube live for a star studded rally featuring former president bill clinton and singer dave matthews. the president and mitt romney are both covering a lot of ground this weekend trying to motivate voters. they both used yesterday's jobs report as proof that they would be the best choice to be commander-in-chief. >> we learned the companies hired more workers in october than in any time in the last eight months. >> we learned that it is actually 7.9%. that's 9 million jobs short of what he promised. >> romney will also be traveling to the commonwealth before tuesday's election. he has a rally scheduled for monday afternoon at george mason university. today is the last chance for many local voters wanting to cast a ballot before election day to head to the polls. it is the final day for early

voting in all eight of d.c.'s wards and also the last day to cast an in person absentee ballot in virginia. meantime early voting for people in maryland ended yesterday. virginians have plenty to vote for on tuesday. one issue is question one. a ballot measure concerning eminent domain. northern virginia bureau chief julie carey had the details on what this issue means for those living in the commonwealth. >> reporter: you'd never know dale's secluded six acre property is next to this spotsylvania mall and on may 5, 2005 a planned mall and road expansion shattered the tranquility here. she was stunned by bulldozers outside tearing up her property and private road. >> they cut down trees. they bulldozed trees down. and the biggest thing is they destroyed my road. >> reporter: years later swanson is still fighting to be reimbursed for the damage. the experience made her a fierce advocate for question one on the virginia ballot. the constitutional amendment would only allow eminent domain

powers the taking or damaging of private property when it is for public use not for any kind of private gain or even economic development. attorney general ken kucuccinel is one of the biggest proponents. >> the government is a bully and bullies are tough on people who can't stand up to them. >> loudoun county chamber of commerce president tony howard says adequate private property protection already exists in virginia law. >> the business community really believes these types of protections which we support by and large are best left to the state code. >> reporter: howard also fears if passed the constitutional change could hurt virginia's business friendly reputation. >> it's written so broadly and the wording is so imprecise we don't know necessarily how it's going to rear its ugly head down the road. a lot of local governments are concerned. >> reporter: city officials in some jurisdictions even worry that the constitutional amendment could be interpreted so broadly that if they wanted to close down a street like this

today engineers in manhattan will begin securing a giant crane damaged by hurricane sandy. the crane is still dangling almost 80 stories up and people living nearby are not allowed into their homes. new york mayor michael bloomberg says securing the crane should take about 36 hours and he hopes residents will be able to return home by monday night. new york's famous coney island aquarium is still without power and might soon have to be evacuated. staff have been working to restore filter system to the 14 acre aquarium but right now there is not enough electricity to keep the tanks going.

power is not restored soon, the staff will have to relocate more than 12,000 marine animals including sharks, penguins, and walruses. sandy also did damage to the space shuttle "enterprise." the shuttle is currently on display at the intrepid sea, air, and space museum. sandy damaged the tail of the shuttle but otherwise it was unharmed. the storm also destroyed the inflatable, temporary pavilion housing the shuttle. it's a sign that new york city is slowly getting back to normal. central park is back open this morning. park staff have spent the last several days clearing debris from the park. hurricane sandy damaged or destroyed more than 500 trees in the park. visitors are still warned to use caution as cleanup continues. ♪ who says you can't go home there's only one place they call me one of their own ♪ >> john bon jovi was one of the many stars last night who came

together for hurricane sandy relief joined by billy joel, bruce springsteen, christina aguilera, aero smith, sting, mary j. blige for hurricane sandy coming together. the nbc telethon raised money for the red cross to go to sandy victims up and down the east coast. for several of last night's performers the devastation on the jersey shore hits close to home. >> back stage jon bon jovi, springsteen and comedian john stewart jokingly referred to themselves as the jersey boys and said that for an event that had to come together so swiftly it was worth it to help rebuild the communities and landmarks that are so dear and near to them. >> you know, i think we've all spent a lot of time and we make pleas for certain crises and disasters in far away lands so now it is our house. you're like, you understand you're -- it's a strange feeling. you kind of swallow your pride a little bit. even to say, hey man, we need help here, is not an easy thing to do. you know, a proud area. >> reporter: you can still donate to help those affected by

the items. >> you're joking. >> a little joke. so yes. cloudy skies. it feels a whole lot more like december than early november. temperatures today once again falling about 10 degrees or more short of average and tomorrow the next couple days the northwesterly breeze continues. it's going to get chillier and chillier with each passing day. the good news is i think today is the last day where we face this kind of cloud cover. i think tomorrow afternoon we start to break out in decent amounts of sunshine around here. for today looking and feeling like december outside for sure. 46 right now at national airport. northwest winds averaging 13 miles per hour. still. it's pretty much chilly from the blue ridge to the bay. winchester, front royal, strasburg all in the low 40s. even by the time you get out toward annapolis and down to solomon's island temperatures only in the mid 40s. your hometown forecast in annapolis, nice day to be on the inside looking at your boat.

temperatures will only struggle into the low 50s for a time with peeks of sunshine here and there but it is still going to be a mostly cloudy day. temperatures back down into the mid 40s by 11:00. the one good thing is we don't have to worry about any rainfall after a real soaking from sandy here. generally 5 to 7 inches of rain earlier in the week so we can appreciate dryness for the weekend. this little ripple in the atmosphere is aiming for southwestern virginia. we'll see a little increase in cloud cover for you folks down toward charlottesville, southern end of the shenandoah valley. i think rain chances stay -- this system stays south of us. our next chance for rain comes up wednesday and thursday with another potential coastal storm to watch. a cold pattern for us with high pressure in charge will try and clear things out a bit tonight but even that, even a clearing sky, is sort of a double edged sword because temperatures will be back down into the 30s for most. national airport has not been below 40 degrees since early march and if we don't get there tonight we'll almost certainly get there tomorrow night. the good news is for all of us sunshine starts to come back into the picture for tomorrow

and i think it stays around for monday as well. this coastal storm stays out to sea. today breezy, cloudy, chilly. temperatures only in the upper 40s and low 50s. tomorrow the sunshine comes back. it'll be up an hour earlier but also be down an hour earlier. sunset tomorrow at 5:04 in the afternoon. here is our extended forecast which still looks a lot more like december than november. highs nowhere close to average all week long. it will be dry for election day. so that is good news. we'll keep an eye on wednesday, thursday for a chance of some chilly rain. all right. howard university at home today taking on hampton. it is going to be 51 degrees. a 1:00 kick off there. go bisons. the nittany lions are on the road in west lafayette taking on the boilermakers of purdue. a chance for showers out there. and southern california the big game on the left coast, oregon down to southern cal today. 75 degrees at the 7:00 kick off east coast time but that means the sun will still be out on the west coast. more of your football forecast

>> it's been five days since hurricane sandy slammed into the east coast and the devastation is still very evident. today president obama is expected to meet with top aides and lawmakers to monitor the government's response to the storm. the storm is now blamed for 109 deaths in the u.s. and the number is still climbing. >> meantime crews and first responders in our area are going out there to help people in some of the worst hit areas. 2.5 million people still have no power and more than half of them are in new jersey. >> some relief could be on the way for drivers who cannot fill up their tanks because of a gas shortage. the obama administration has ordered the purchase of as much as 22 million gallons in fuel and diesel for the areas hardest hit by the storms. people in new york and new jersey have had major problems getting back this week with lines that stretch for miles. the lines are so bad for gas governor christie ordered gas rationing based on the last number of your license plate. the race is off for the new york city marathon. after days of outrage over new york mayor michael bloomberg's

decision to hold the race that would bring 40,000 runners into a city in distress. bloomberg initially said the race would boost the economy and inspire the city to move on though most people objected. much of the marathon would have gone through some of the hardest hit areas and the race would have closed roads and bridges at a time when transportation is already difficult. red cross workers from our area are helping victims of hurricane sandy. the red cross at fairfax tells us at least one emergency response crew is being sent to help with the recovery effort. there is no word yet where they will be sent or stationed. meantime about 1500 dominion virginia workers are working to restore power in central new jersey. hundreds of thousands there are still in the dark after sandy. many of these crews also responded after hurricane katri katrina. because so many gas stations have no power they are taking their own fuel and other supplies with them. they're working shifts of at least 12 hours. and be sure to stay with news 4 and nbc washington.com for

continuing coverage of hurricane sandy's impact. remember to help storm victims you can go to red cross.org or call 1-800-help now or text the word red cross to 90999 to make a $10 donation. today is the last chance for d.c. voters to head to the polls before the rush of tuesday's election. early voting officially ends in the district tonight. last week people waited in long lines to cast their ballots. this weekend early voting in each of the eight wards runs through 9:00 tonight. it's also the last day for in person absentee voting in virginia, a state that's back battleground for votes that everyone will be watching. news 4's derrick ward is live this morning in fairfax as the first voters roll in. good morning, derrick. >> reporter: good morning. indeed this is the last stage for early absentee voting here in virginia. it begins or ends rather at 5:00 today. now overall we are told that the voter registration is up statewide but early voting at this point seems to be down over

2008. in 2008 about 30% of the votes cast in northern virginia were early votes. however, it's a little different this year. this is one of the states where you have to show a valid reason why you plan to vote early. military service, cared for invalids. there are about a dozen reasons the board of elections accepts as reasons for early voting. as for the turnout today it is moderate and has been fluctuating somewhat. it's been enough for some people to say maybe they won't vote today but come back on tuesday. >> i'll either come back this afternoon or go to my usual polling place tuesday morning. i kind of like the feel of doing it on the actual day. sometimes that is not convenient. if you're in chicago and your voting place is in fairfax doesn't work. >> i voted last year on election night. same volume, same excitement and enthusiasm. >> reporter: some people like the enthusiasm or at least the excitement of voting on tuesday but some say you can get it when

you vote early. fairfax county, early voting here at the fairfax county government center and across the satellite centers. it will end at 5:00. we are live in fairfax county. news 4. now back to you. >> thank you. some maryland election administrators are concerned about possible long lines on election day. in prince georges county long lines were the norm as people tried to cast their ballots before tuesday. some waited three or four hours to cast their ballots. around 56,000 people took advantage of the early voting in the county. that's just about 10% of registered voters. despite the long wait officials say tuesday should not be a problem because there will be more polling places open for voters. and be sure to stay with news 4. we'll have complete coverage leading up to the election and of course all the results tuesday night. you can also stay up to date on our website nbc washington.com. the time right now is 10:06. after the break what you need to know to avoid delays on metro this weekend. two stations are closed for

confused at times. news 4's transportation reporter adam todd says it is becoming a big issue for both bikers and drivers. >> reporter: time after time after time cars, trucks, buses parking and driving in the brand new bike lanes on l street in northwest. now to be fair this bike lane project is not completely finished and in some cases the proper signage isn't up. but along certain blocks everything is in place and still people blocking the lanes. the new bike lane on l street stretches from new hampshire avenue down to 12th street and the d.c. department of transportation has had to take about a hundred parking spaces on the north side of l street to make these lanes. talking about the balancing act of taking away parking while opening up a bike lane. >> we do see cars that go into the bike lane to park most of the time and it's a big problem. >> just as we were talking a charter bus parked right in the

bike lane. lyle not too happy with the driver. >> always want to take care of the peoplefirst. it's the same thing with the sandy situation. >> i know you got a job to do. we're just out here trying to educate people about the fact that these are bike lanes. >> anyone caught parking in a bike lane could be slapped with a $65 ticket. what is that like when you see that? >> certainly not welcome. it's a bit dangerous because if you have to actually -- bike lanes are getting more crowded. it feels like we're maybe not being as considered as seriously as we should be as bikers. >> reporter: not every biker sees the need for friction between drivers and by sickists. >> i think the cycle tracks make it a lot easier and drivers benefit too from having bicycle route traffic concentrate on fewer routes rather than all over the place. >> reporter: the l street bike lane project should be finished in the coming days. until then the message from the city, share the road. news 4. >> did you learn your lesson?

been below 40 degrees since early march and if not tonight then certainly tomorrow night and the days ahead we will be falling into the 30s even here in town. hometown forecast, annandale, virginia, fairfax county nice today but chilly and breezy. good day for raking leaves. rake them from the northwest corner to the southeast corner because that is the way the wind will be helping you. up into the low 50s for a brief time today. back into the mid 40s by 7:30 tonight and 11:00, midnight time frame temperatures close to the 30s once again. a dry day today and tomorrow so that's very welcome news after the soaker we had earlier in the week. this little ripple on the atmosphere is going to go down into southwestern virginia so if you're living or traveling down in that direction today be on the lookout for some rain showers tonight into tomorrow. i don't think that one is going to bother us too much but there will be another storm later in the week which will bring us a chance for rain. the cold pattern lingers through the rest of the weekend. todaynd tonight.
